Is there any guideline,rule or Order to issue a NOC(No Objection certificate) for already employed person by their employer for applying a direct recruitment ? please explain

In case in a particular establishment a specific rule is there to the effect NOC is reqired, in service rules for applying for a job though direct recruitment in other sectors, it is essentially required to be taken.
