regarding determining seniority between promotee and direct recruity

I am a teaching faculty in an autonomous institutuion under governement of karnataka.I joined this institution as assistant professor against a vacant post based on the previous experience in private dental college recognised by dental council of India (DCI)in 2008. The minimum required qualification was minimum of 3 years teaching experience in a DCI recognised institution after postgraduation. I had 6 years of experience at the time of recruitment. recruitment had not taken place in the institution for a long time.In the same dapartment there is a assistant professorwho had assistant professor in 2007 by promotion from a junior post. Her total number of years of teaching experience is lesser than that of mine by 6 months.and I had served in the same cadre post in private institution since 2005.who will be senoir among us? DCI recognises my previous experience.even t he university recognises my previous experience. hower though I have been recruited to the post based on my previous experience, they say my teaching experience as of now is only 2 years and8 monthe. there are 3 tier system in the department senior lecturer, assistant professor, professor.

The normal rule of seniority in Government organizations in any particular cadre is in the ratio of: one departmental promotee - one direct recruit, if they are the recruits of the same year. The rest, if left in any category, would be placed below them all. The seniority is considered on year to year basis, i.e., 2007 recruits first, 2008 recruits thereafter and similarly 2009 & 2010 recruits. So, there is no consideration of the No. of years of service rendered in any other organization. The service rendered in the organization concerned in any particular cadre is taken what is rendered in the same organization, not elsewhere.
However, had you served earlier in the same cadre in some other Government organization and would have applied through proper channel, you could have got the benefit of past service also, as rendered in the previous organization, provided the same would have also been in the same cadre with identical scale of pay.

If the promotee person is already working on Regular/Permanent basis as an Assistant Professor, then no matter whatsoever, anybody else appointed thereafter, either through Direct Recruitment or through Promotion would be ranking junior to the already existing person (whether promotee or direct recruitee).
This position will dramatically change, if any Direct Recruitee is appointed to higher post - say in this case, instead of to the post of Assistant Professor, to the next higher grade. In that case, not withstanding the fact that a promotee or a direct recruitee is already working on a regular basis as Assistant Professor, the person directly appointed to a higher post would automatically be senior in rank to the persons existing in the lower rank of Assistant Professor.
