if one want to book the flat at 10th floor,what points he /she kept in mind when going to met builder personally.

what legal doc 's copy can be asked?

how to secure the interest as the buyer?

how to know the plot on which he is going construct premises is the free from the encumbered?

pleses give guidence on above points.

You should check all property documents of last 30 years.

Employ a local lawyer to do due diligence.
