Proper transfer of property

Dear Sir,
In our society one member died without leaving any will. The then MC members said that flat can be transfered in name of wife. without proper documentation only by deciding in a meeting flat was transfered in name of wife which is minute. now, the son of this women is asking MC to transfer flat in his name saying that mother is gifting flat to him.he has prepared a gift deed & have showed us the NOC of his brother & sister. Every member of society is aware that both the brother don't talk to each other & hence his brother giving him NOC so easily is question of doubt. the old committee who transfered flat in name of his mother now admit that they did mistake of transfering flat in wife's name by mistake.
We need to know in this scenerio what should we MC members do? how to confirm NOC authentication? Can we ask for Sucession Certificate for this transfer?
