proceedure to transfer an immovable property

My sister has a will in respect of the property in her favour given by her deceased husband,The deceased left a flat in his name at Chennai.
What is the procedure to complete the transfer of property in her name

she can give application for change the ownership in registrar office . may take decree from civil court .

If there is no other heir then your sister becomes the absolute owner of the said flat. There is no need for transfer but if there are other heirs too then she will have to first obtain Probate before doing anything.
