PIL by public servant

Can a serving public servant file PIL against vexatious litigation being indulged by the Department he is serving? The grounds proposed to be highlight are that the facts are incomplete, misleading and false and the laws, misstated.

He can file but practically there remain various problems in such warrior type of actions.

Pl. never attempt such suicidal action. Rather approach a good NGO, supply it all documentary evidences, records, and get it file through it.
