Just like a writ petition under Article 226 of the constitution of India before the High Court showing how the public is effected. If the matter is very serious you may send a letter to the Chief Justice of concerned High Court. He may take cognizance in the matter and the same will be registered as PIL.

Mr. Pandey is correct, but, please read effected as affected. That apart I want to add in this reply that the relief sought in the PIL should be only for public cause and in no way the petitioner's own cause should be raised.
