Dear sir
What are the documents needed to make passport if birth certificate is not there if it is compulsory to submit birth certificate what are the other way to make birth certificate legally who age is above 20. Please give me suggesting that work to make legal passport. Thanks

Dear Hemant,
In my humble opinion you have to approach the Sub Divisional Magistrate or Executive Magistrate of your area having appropriate jurisdiction and get an affidavit affirmed to this effect that the actual date of birth of ________ is ________ and no record exist (give reason).
That is more than sufficient for all intent and purposes as these judicial officers have power to administer the Oath and any statement which is illegal follows its logical consequences. Hope this clarifies.

Producing the birth certificate for the candidates born after 1.1.1989 is mandatory to obtain passport. If it is not there, get one from the concerned birth registrar/authority.
