Passport impound

Our builder is a US Green Card Holder. He has collected huge monies and has failed to convey/register the flats in the name of owners since last three years (but has cleverly given us illegal possession and land owners are wanting to evict us) :

a) How to restrain him from escaping to US?
b) Whether we can cancel sale agreement and claim back our money along with interest for these three years?
c) Can this be done in fast track court?

you first made complaint 420 case against him at police station, and inform to he is a US Green card holder so hold the pass port.
