Parking slots apportioning between 2 wings of one housing so

Our registered cooperative housing society has 2 wings A & B with 49 flats. 'A wing' has 21 flats & 'B wing' has 28 flats. There are 14 open car parking spots where 4 cars from A wing and 10 cars from B wing are parked. Now there is one new car from B wing which means now there are 15 cars, so we have to go for lottery and one car has to be parked outside. But as the A wing members use only 4 parking slots they don't want to be part of the lottery. 'A wing' says the parking slots should be equally apportioned between A & B wings. So, only after A wing has more than 7 cars (half of 14 parking slots) will they participate in lottery to park outside. Please guide. I am from the said 'A wing' and I don't want to participate in the lottery to park my car outside.
