whether the offence u/s 133 of peoples reprentative act are cognizable and police can file charge sheet the accussed under the same.

No. it is non-cognisable offence. u/s 133, representation of the people act, 1951, the police themself can not file a charge sheet the accused, unless the complaint is recieved.
