Non compliance of contractor

Sir I hired a contractor for the construcion of my house and a commercial space both were half complete. I hired the services of the contractor to fasten the process abut instead contractor keep on giving false promises and nevercompleted my work and run away I logged complaint in police twice he came and agreed and give in written that he will complete all but didnot completed my work. bcos of that my work is still not complete and i ve to engage other contractor to complete the work whichcost me double money as no one like to come and complete the work and if someoe comes tries to ask more as they know that I am trapped.
my question is I logged complaint about this twice in police stations respected to construction areas but nothing happening. now he is saying he is not responsible for anything he said i want to charge money paid to me and rest he did not bother .I gave him cash as well as cheques. he engaged someone for marble work who damaged my marble and didnot put it right way so my floor is less on on side more on other side.all this defects i got corrected myself which was again expensive as i have to pay twice labout and material. he accepted in police station that he will do all required but never did. so if someone can suggest what can be done to recover my expenses.
I am resident of chandigarh and properties in kharar and dera bassi .in both Police stations i logged the complaint but no use. please suggest me what i can do. i dont bother about money but my interst is to teach him a lesson so that he won't do these things again. do I need to hire advocate or anything to do the procedings as police said they cant do anything i ve to go to court which means again paying for the services of the layer and i dont know how much will it cost

Lodge a consumer dispute complaint at the District consumer forum (where the opposite party is residing/carrying business), seeking compensation for deficiency of service and for mental agony. You can either take-up this issue through a lawyer or as a 'party-in-person', ie., yourself.

what will be the procedure for doing so is that is a lengthy process? As i live abroad and may be not available personally for that. i didnt ve any written contract with him just some papers when he didnot perform and i lodge the complaint in the police station for his negligence.if someone else can do this for me and what will be the expenses.

I have on a plain paper some words regarding what to be done and rates(but not accurate). But when i took him to police station Twice he gave me in writing that he is responsible for the work and Also shuttering rent which actually rented by me and also responsible for returning back but he return part and rest goes missing.
Everytime he mention the time period also and never did anything.those papers i ve with me in writing.
the worst thing is the quality of work what he did was very substandard.which I got corrected after also paying extra money and extra labour cost.
