ngo whether liable under esi

Please provide me details whether an ngo is liable to be registered under ESI OR NOT since it does not come under the purview of factory?
Even it has not been notified separately, so still it comes under ESI OR not?
In my opinion it is not covered by ESI.

I think you are unbale to answer this question since it needs an extensive research and it goes against settled principle of laws and I know nobody has plenty of time to research on other subjects thatn their professional one, so it's okay since i understand that completely.
But still I am of the opinion that it is not goinf to attract esi liability since it is not engaged in any manufacturing process and even not notified by the govt.
