Neighbor objecting in construction

Respected experts ,
I am constructing a commercial building with approved map ..on one side of building there is a residential house whose owner is not allowing to do plaster work on walls of building ..my building has dead wall on that neighbor side..we had good terms since i started construction work and he did not object for anything and did not warn us that he will not allow to do plaster work ..now my building is completed and has 4 floors ..if plaster work is not done on outer walls there will be water seepage problem .and building is looking very ugly without plaster and paint …is there any solution for this type of problem ..? I have tried all ways of communication..plz help..

Dear Venu sir ,
Its my own building but the concerned wall is dead wall with his house’s boudry wall..so either we can do plaster or paining work by hanging or by padding in his house side space …which he is not allowing ..i have offered him money and taking care of cleanliness and repair work if something happens during my work

I dont understand its an approved map for a commercial building ..map passing authority should also be aware about such problems ..i have seen hundred of buildings which have dead walls with neighbors but all buildings have got plaster work and painted..there should be any legal relief when i am ready to pay him and assure of cleanliness and repairs

Dead wall means there is no space between my building and his house boundry wall ..his boundry wall is 4-5 feet high and my building is approx 45 feet high ..so we will have to use his space for padding for platser work and paint work

I have already consulted with ward counsellor and he went to talk to my neighbour but they refused ..actually that is a commercial growing area and only 2-3 houses left in area …so there are no nearby residents to talk ..and my neighbour is not ready to listen anything ..even if wo go for talk they threaten us for police complaint..they say their relative is a DIG in police ..it is very sad that there is no legal help for such problems .when i am ready to pay for any damage in advance ..why map passing authority pass map with dead walls …
