Mutation in delhi

we have property from grandfather(unregistered will) for 2 (A&B Joint)houses, where my uncles(A) and my father(B) stayed, now as per will they sold their share(A) and got freehold, and we done mutation for B, in L&DO on my father name.At the time of A sale, all NOC submitted by them.
Now as per MCD mutation for ours(B), they are asking for NOC of all legal heirs.
How can we get milage of L&DO mutation and get milage of NOC already submitted as per same will.

This involves local laws and situation. Better produce the relevant papers before the local advocate and proceed as per his advise.
