Merger of service

I was working in a central government department for 6 years. Then i resigned and joined in state government service and served for 24 years. On my superannuation, how to merge the above said two services for my pensionery benefits. Kindly enlighten me with relevant act and rules and also relevant judgements.

Dear Sir,
You can send representation to your boss and Accountant General Concern along with your pension papers enclosing documents of earlier service of 6 years. If not considered then you can approach service tribunal or High Court.
