Legal heir certificate

Sirs,

We are residents of Ondipudur, Coimbatore, TN. My F-i-L expired in Nov 2012 at the age of 72. He was a mill worker and was not working for nearly past 15 years. He was getting Govt's old age pension. Now we want to tranfer it to my M-i-L's name. Pls let us knw to whom shud the application be submitted?? Directly to the Tahsildar or thru VAO.. what all are the documents to be enclosed ?

Old age pension is payable during the lifetime of the drawer and lapsed after death.
