Is Leave and Licence agreement valid in Andhra Pradesh?
If valid from when was it come into force?

Leave & License agreement is valid in A.P, however, the second part of your query is unclear, what do you mean by when it came into force from?

Yes and it came into force on the day the transfer of Property Act was made applicable in India.
