can a wife file a complaint against her husband for adultery?
if not how to file a complaint against her husband for keeping a woman?

problem; a husband keeping a woman and neglected his wife, and his relatives with evil intention encoutaged him.......

Yes a wife surely can file a complaint against the husband for adultery. You will have to make the "other lady" (co-accused)along with the husband, a party in your complaint.
You can also file a petition U/s 17 of HMA considering you are a Hindu and Married according to Hindu rites.
You can seek divorce and maintenance. Maintenance can be sought even without divorce and staying away from the husband.
