Sir
Pl inform whether for a govt servant, it is necessary to inform his department about the non cognizaable criminal case pending against him ( as a result of complaint case filed in the court which has not resulted in the FIR but court has taken the congizance)in court under the conduct rules? If yes, please provide the said conduct rule? Please also inform when it will be considered that a c ase against a person is pending before the court in aforesaid matter_ at time of taking congnizance by the court or at tim e of framing a charge?

Unless you make it clear whether you are a Central Govt employee or otherwise, it will be difficult to find out by which Service Rule is applicable to you.
