Increment rules in central government job

Sir,
I joined Ministry of Railways on 14.09.2011 as an assistant. A Memo was handed over to me stating that I have to pass a typing test within two years from the date of appointment or I will not be entitled to draw any further increments in the Assistant Grade until I do not pass such test or I am exempted from this requirement under a special or general order.
Now I have tendered technical resignation from Ministry of Railways and joined Central Excise and Service Tax as an Inspector on 01.01.2014. My Lien for two years has also maintained at the Railway Board.
Sir but the issue is I have not been granted my Second increment in the Ministry of Railways on account of not passing the typing test. The same has been mentioned in my service book but not in the Last Pay Certificate.
As there is no provision of any typing in Central Excise, can that increment (IInd) be re-instated here ?? I have searched a lot but could not find any clear rule in this regard.
Kindly consider my issue as losing that one increment will mean losing a complete year of my service benefits throughout my career. Please quote any rule (if any) in this regard so that I can represent my case.

Your basic pay in Railways without the element of increment would be the criteria for fixation of pay or protection of pay in the Excise department. What you were not entitled to receive in the old department, as a condition of service, would not be taken in to account in the new department. So, unless increment is allowed by your parent department, your new employer cannot take that as granted.

in the post of Asstt you were not entitled for II,III,IV,V increment. Thereafter you would have got all inrements without arrears.
Now while you were holding a Gp-B post you were allowed technical resignation to on a Gp-C post. Lucky man the deptt did not object and allowed technical resignation.
Now you have been relieved by old department on whatever pay was admissible to you as their service conditions.
You are lucky man if the new department is protecting last pay although you have joined lower post.
After joining this post you will be given increment on 1st July following the completion of one year.

You were not entitled to the increment at the time of resignation, you will not get the benefit in the new department.

What you were not entitled in the previous organisation will not or cannot be incorporated in the new organisation, rest of the things have been very clearly explained by experts above.
