Can I challenge an ordinance of university which causes inconvenience to student in court to ask them to change this ordinance in the interest of the student ? If yes then tell me how this can be done ? as per which law and under which section and in which court and how ? What is the procedure for that ?

A PIL can be filed before high court of your State with full facts. You shall have to give a legal notice to the university in which you should require the desired relief and should try to have their final reply and only thereafter should go to high court. It shall be better to engage a lawyer for this purpose.

One needs to look into whole of the ordinance.True it can be challenged only by a writ but it can succeed only when there is infringement of a constitutionally guaranteed
right, inconvenience alone can not be a ground.Better discuss itin chamber of a writ lawyer.
