Gift deed

One of my client wants to execute a gift deed in which she wants to gift a flat in mumbai to one of her daugher and nothing to other childrens. she is on a death bed in MP.

can she issue a SPECIAL POA (notarised) favouring one of his relative for him to gift the same to her daughter.

Flat in mumbai ws bought on Jan 2, 1985 which is on stamp paper of 10 rs. and duly registered. Sd we pay the stamp duty first to execute the sale deed???

Pl advise any other option if available.
