in case I am going to buy, How much penalty I have to PAY to government.

You make sure that on the basis of the Karnataka Government's latest policy decision that on paying betterment charges the unapproved flats built on B Khata lands can be converted to A Khata by paying some penalty amount as announced and whether the property you are proposing to buy fall under the said category and also take a opinion from a lawyer conversant with the local laws in this regard and proceed after confirmation.
