whether a person who, in a suit, submits a written statement containg false averments can be held guilty of an offence of perjury ?

Yes definitely that person can be criminally prosecuted under relevant provisions of IPC (Depending on the nature of statements) for giving false statements for which you have to file a petition for sending to the Magistrate u/s 340 of Crpc for making inquiry by that appropriate court.
