Whether any permission/approval required for shifting a factory from one place to another? if any, please provide under which provision.

I agree with the experts.
If the company is incorporated, it should undertake all the steps required in law before any change in the place.
If not, permission/approval is not repeat not required for shifting a factory from one place to another in normal circumstances.
