To file a petition in cat being a retired central govt., min. of defence/defence production civilian officer, who should be made respondents against biased acr in which enquiry was also held?

Dear Anonymous,

One can make his immediate superior, the officer who made remarks in the ACR and the Chief Secretary of the concerned Ministry being the necessary parties for this purpose.
