Minimum wages interpretation

Please let me know what are the components currently followed for calculating Minimum Wages. Is it only Basic or we can say Basic + HRA (or we can add any other components). Please clarify

For what purposes, the minimum wages is required to be calculated in your organization, while minimum wages are fixed in each individual state from time to time?
