Obtain law degree in a fradulent manner

Experts answer to the following question is that;
1) "A" is employed as a Principal in Higher Secondary School and college in one of the Educational Institutions of a Trust floated by the Family members of Former Chief Minister. In the premises, another full fledged Law College is also functioning for the last 2 years, and having an independent Law graduate Principal. The "A" is confident and having full control of both the institutions. The "A" is also enrolled as a Student of the said aw college to obtain law degree. Besides, the "A" also Chairman/Secretary of Trusts and running educational institutions.
1) Is it not necessary to attend the Class/lectures regularly during the
college periods?
The "A" has got upper hand in the affairs of the Law college he can get all the question papers and can prepare for examinations?
2) Does it not amount to criminal acts?
3) Who is responsible whether the Bar Council or the University to inquire?

It is the responsibility of the University to inquire as long as he is not enrolled as an Advocate with a Bar Council though the College may be approved by the Bar Council.
