If the stay order is not extended further, but the writ petition is pending, will the impugned order stands revive? And the authority can implement the impugned order of the writ petition without taking permission of the court???

There is no bar technically, but it has been observed as a convention not to proceed with the implementation in such matters till the court specifically clears it or till the court disposes of the case.

Which court issued the stay if same court it is deemed to be extended unless objected by other side.

If stay order is not extended, automatically it would mean that there is no stay order. Court permission is not required for implementing the order.
