Registration procedure under Central excise- foreigner

What is the procedure to get registration under CEntral Excise by partnership firm engaged in manufacturing of engineering goods where one of the partner is a foreigner(not NRI) with 50% capital contribution?

Central Excise Law does not deal with the nature and formation of the entity. it deals with the duty on the product manufactured. although my reply is late but it is for future guidance.
