In a pirated film CD case, if it necessary to examine the copy right officer as a witness

Not necessarily but you are expected to establish your copyright over the CD and technical report through analyst that the subject CD is pirated. The witness may or may not be from office of copyright. It depends upon case and its circumstances whom to produce as a witness.
