How to execute a warrant in a foreign country

Sirs,
i have forwarded a criminal case to police through court u/s 156(3) crpc and now the case is pending before the court also. but, the main accused has left India and now a non bailable warrant is pending against him also. but, the police is saying that as he is abroad now, they could do nothing.
is there anything that i could do personally to bring him back to india ?
can i approach the indian embasy there ?
can i inform this matter to passport authority ?
or, can sirs, suggest any other remedy which i can adopt to compel his coming to india, or to execute the warrant ?
