How my friend shall get legal heir certificate?

my friend does not have ration card,voter id or pan card.

he does not have any documents.

if there is no document then what has to do?

how shall he get legal heir certificate or succession certificate?

his father had only voter id card.no ration card.
but he does not have any documents.
shall he produce some witness in this case?
if he produces witnesses shall it be all right?
can he use his neighbours as witness?

Not having PAN Card can be understood, but not having Ration Card or the Voter ID Card is not understood. He may bve having his name entered in Ration Card made in the name of his father or mother. Copy of that can be produced wherever needed.

Try to find out family register of his family, in village where he resides or municipality. It is enough to proceed for legal heir certificate or succession. One may not have pan card or ration card but it is impossible not to be enrolled in family register of concerned village or municipality. He may seek the help of revenue record of Lekhpal or other authority also for that purpose.
