Unauthorized increase of load

Sir,
I am from Goa. There is a person residing in one of my premises without a Leave and License Agreement and without paying rent since 2005. Earlier, the persons father was residing with Leave and License Deed but expired in 2005. But the wife and his sons refused to pay rent or sign a contract. This aforesaid person has also broken the septic tank system irreparably. No FIR could be lodged nor any eviction filed as the said party is politically well connected.
Recently it has come to my attention that he has increased the sanctioned load of the electrical installation in the name of my late father by using his influence with department officials. I have made several requests through RTI and the evidence came to light that the load as per sanctioned register and that on the bill vary. I have sent notices to the Electricity Department via my advocate to change the load as per the sanctioned register. Department Official have even complained to the Ombudsman that I am harrasing the tenant. In keeping with my notice the ED has issued me a notice to regularise/disconnect the load within 15 days. I am unsure about what to do as the tenant can claim a electricity connection under the health act in Goa. Please Advise.

Pray for Eviction, disconnection of Electricity, Demolish old structure
Clearly state the tenant is misusing his Political Power & influence and causing undue hardship.
You pray court to disconnect the Electricity on basis of EB order. Once court order, you are protected .
