Anybody can be the accused person.
Without knowing the full case history it is difficult to tell who particularly is liable to be accused or not.

if u want to know that a is it possible file joint complainant in connection with a criminal case~ the answer is no. If the crime is committed against two persons, one among them will be a complainant and another is a victim/witness.
but there is no limitation in case number of accused.
