When writ petitions come up before the HC against the Government bodies, the respective councilors for government if present at that time take notices. In some cases the judge asks the complainant to serve notice to the councilors in chambers if they are not found in court at the time of hearing. Since there may be more than one councilor appearing for a certain body, like CMDA, choice of councilor to be served is left to the judge or to the concerned bodies?
