vat in commodity market

can any one give reason why the client required to pay vat only in case of lifting of the physical delivery in case of transaction take place at national spot exchange of e-gold in context of sale of goods act,1956

Because the sale takes place in the same state. Once the goods are delivered to the buyer the sale transaction gets completed. The VAT is tax on the event of 'sale'. Therefore, when sale has taken place in a State, then VAT has to be paid in the same State.
