Coverage under PF / ESI

Sir,
Which estabishment / Company shall be coverable under PF and ESIS Scheme and what salary limits are there for each of them. We understand for PF number of employees should be 20 (irrespective of salary) and ESIS there should be 20 or more employees who are drawing monthly salary upto Rs.10000.00 (rupees ten thousand only).
Request to clarify / confirm.

For ESI:new amendment
A bill was recently passed by our Parliament that either with or without power when 10 employees employed for wages the factory will be coverable under ESI Act.
For EPF: either you have power or not when 20 employees are engaged for wages that factory/shop will come under the purview of the Act.

Request to spell out salary limit for coverage under PF. If a Factory or office has more than 20 employees but they do not fall under PF definition of salary (they are above salary ceiling), will the establishment get covered.
