Is it safe to buy unapproved layout plots? (panchayat approved)

Hi,
I want to know experts opinion for buying a plot in unapproved layout. Seller telling that it is a panchayat approved.

1) Is it safe to buy these kind of plots for resale ?
2) Can we get Housing loan for unapproved layout plots ?
3) What are the issues i may face in the future if i buy unapproved layout plots?
