Is dc conversion mandatory

Hi,
Sorry if this is a duplicate query.
I purchased a vacant site @ BBMP limits situated at Bangalore which does not have DC conversion. When I approached banks for loan they are demanding DC which is not there for the site. Now my question since its a private layout, can I procure DC conversion only for my site? Now if I proceed constructing a house will there be any problems? Will this site be automatically regularized after Akrama & Sakrama project?
Though many of them in that layout / survey have constructed houses I am bit hesitant to start construction.
Please provide your valuable suggestion.

If you construct without a bank loan, then there is no problem. But the banks demand all documents. Since it is a vacant site, it is better you construct soon as it is risky to keep a non-DC land vacant.
