I want to know that a civil court is a compitant authority for hearing service matter, if yes please reply with case no and year of this type of case or decission

Central ,State or private?

Civil court gains jurisdiction under section 9 of C.P.C unless expressly excluded by any legislation.

Dwpends upon the organisation (Central/ State/ PSU/ Private) where the employee works and in which capacity. So, your question is not complete.
