Tds on rent

When can a tenant deduct TDS from the rent payable to the House Owner.Pl guide.

When the rent is beyond a certain sum and the tenant is in a position to deposit the said TDS.

I am regular tax payer.The rent paid is in excess of 30K.How can I derive IT benefits from the same.Pl advice.
