Can a IO be changed over and over again by the state without any reason

It cannot be without any reason. There must be administration problem.
Police Adm cannot play with Investigation officer.
Must be something serious, somebody influencing police investigation, may have hidden interest.

Thanks Mr.Shroff.its a civil matter,and the Conducting Officer,Divisional Commissioner has been made the IO/CO after two changes,no concrete reason assigned though.the state took close to 17 years to conclude it,the final report was given by the IO/CO without recieving sought after report.
