gun licence to a mentally ill man

my uncle was mentally sick in 2002 and was treated 4 long years and is still on medicines.in the between of this treatment ,he applied for a gun licence and subcequently was given the licence by his some political approach,is it legal to allow a gun licence to a person who has been treated for mental illness, pls advice

Before applying for license it requires a medical certificate. If he has got it. Objector requires to challenge this medical certificate.
