rent agreement

Is it necessary that for a rent agreement stamp-duty be paid & registered??? if yes, can a person who has not paid the same be held liable to pay the same also if he is not residing on that premises. From whom is the stamp duty fees recovered in such cases..??

ANY LEASE FOR A PERIOD OF MORE THAN A YEAR REQUIRES REGISTRATION. REGISTRATION REQUIRED OR NOT,ALMOST EVERY AGREEMENT ATTRACT STAMP DUTY.
STAMP DUTY, IF NOT PAID, CAN BE REALIZED ANY MOMENT IT COMES TO LIGHT.
IN LEASE CASES IT IS PAYABLE BY LESSEE UNLESS AGREED CONTRARY.
