Dear Suhail
yes, you should send a legal notice to him and demand your money if he is not ready to pay your amount you can file a criminal complaint u/s 138 NI Act.

amount involved is only rs 20,000 . you dont have address of person . your chances of recovery of money are bleak . forget it as you may spend more on legal fees .

Where would you serve the notice if address of the drawer of the cheque is not available?? Even though, to follow the procedure of the law, you can send the notice to the address which is last known to you.

If you have lent money to him, he is not an unknown person. You can find out his address through your friends or his family members. Unless you do not have address you can not do anything. At the same once you contact him, he may even pay back your debt. Hence, ascertaining address is important.

I agree with futility of pursuing the action.
