Service tax on exworks charges

Hi,

I need to know whether Service tax is applicable for exworks charges.
Eg: If an IMPORT SHIPMENT comes under Exworks term, and the shipment is completely handled at Origin only goods arrive in India.
But the payment is collected in India under exworks term but service used at origin.
Will the Exworks have S.TAX at/in India

Please clear doubt.
