Repairs in rented flat

Sir/Madam,
I am a tenant of a residential flat in Mumbai. The flat needs immediate repairs to be tenantable;
The major complaints are:
1] Almost all the tiles of the drawing room have broken and come off, the razor sharp edges of the tiles have made it difficult to move about freely and the members of my family have been injured due to it. Further because of the uneven level of the tiles the main door of the flat can not be opened or closed with ease, thus putting our safety in jeopardy. New tiles are required to be installed in the drawing room and kitchen.
2] Cracks have appeared in the plaster work of the pillars and beams in the flat requiring immediate repairs.
3] The plaster of the ceilings in the kitchen, and in one of the bed-rooms, appear to have been weakened and sagged, and may come off anytime without warning and may injure some members of my family. Water leaks in the common wall between the kitchen and bed-room and the wall always remains moist. This common wall needs immediate repairing and plastering.
4] There are several other necessary minor repairs that need urgent attention. More over there may be incidental painting and electrical wiring work to be carried out after the necessary plastering and repairing work is carried out.
I have written to MCGM and they have replied that MCGM permission is not necessary for tenantable repairs.
I have written to the landlord twice in the matter for his written permission and also informed him that I am prepared to bear the total cost of the repairs, however the landlord has not replied. It appears that he will not give me written permission for the repairs. I hasten to inform that my rents are paid in full.
What is the legal option in the matter? What should I do? Pray help.

Issue notice thru Advocate.
Give details of necessary repairs, + your letters to him to do so
& inform you do it in a month, failing wh, I will do it at my cost and deduct from rent.
