Rights of tenants in pagdi system

Dear Sir / Madam,
I am living in a building in which all flats are as per pagdi system. Building is having Ground + 2 floors and is more than 50 years old (Total 21 tenants). One builder/developer contact us and owner earlier and shown interest for redevelopment and given offer but refused to give bank guarantee. So we rejected his proposal. Lateron few days before we read in a newspaper a public notice mentioning that the same builder is acquiring this property from the owner and if anybody has any objection then they can contact his advocate.It is also important to mention here that builder is already having many projects in hand (taken redevelopment work in nearby building) and his financial position is not sound. Some of the members are ready to accept proposal even without bank guarantee.
In this situation, kindly advice:
1) As a tenant, do I have right to take objection against the proposed acquisition?
2) Is there any rule in which owner can not sell the property without the consent of tenants?
3) After acquiring the property by builder, we have to act as per his terms & conditions. In this situation is it advisable to surrender the tenancy right and accept monetary compensation as per the market rate exist in the locality?
4) is there any procedure/rule exist by which tenanted property converted into ownership property (e.g. after giving rent for 100 months in advance)?
